Maroon Consulting was commissioned to perform a critical readiness assessment for Indonesia's segment of the prestigious National Development Bank Urban Climate Action (NUCA) Program. This international initiative, funded by the German Federal Ministry through the International Climate Initiative (IKI) and coordinated by the French Development Agency (AFD), aims to transform urban landscapes by building the capacity of financial institutions to fund low-carbon and climate-resilient infrastructure.
Our mandate was to conduct a comprehensive evaluation of six pre-selected sub-national governments, including West Java Province and the major cities of Bandung, Surabaya, Pekanbaru, Padang, and Kediri. The assessment served as a vital due diligence step, meticulously gauging each region's:
- Policy Commitment: Analyzing existing regional development plans and strategies for integrating climate action.
- Fiscal Capacity: Evaluating financial health and budgetary preparedness to undertake and sustain major infrastructure projects.
- Technical Preparedness: Reviewing existing climate actions, institutional expertise, and the maturity of potential project pipelines.
This foundational analysis was essential for identifying the government partners most prepared to advance to the next stage. Our work directly enabled the NUCA Program to target its technical assistance effectively, ensuring it partners with regions ready to develop financially sound, high-impact projects in climate change mitigation and adaptation—ultimately driving sustainable urban development and enhancing resilience across Indonesia.
